Yemen and Bahrain Examine NGO Laws
The International Center for Not-for-Profit Law (ICNL) is an organization expert on international legal standards for regulating the establishment, funding, and activities of non-governmental organizations (NGOs). In November, as part of their MEPI-supported project, ICNL came to Bahrain and Yemen to help inform and facilitate local efforts in both countries to consider revisions needed to the legal frameworks that govern NGOs there.
At the invitation of the Ministry of Social Development in Bahrain, ICNL has led educational sessions with Ministry officials and civil society representatives, offered its expert opinions, and hosted and facilitated civil society comment on a new, draft law from the Ministry. In Yemen November 17 -18, ICNL led a workshop for MPs, civil society leaders, bar association representatives, and Ministry officials. Participants learned about international NGO law standards, examined Yemeni law, and offered amendment ideas and suggestions.
NGOs need to be governed by laws that allow the funding and activities necessary to inform and organize citizen engagement on issues of public concern; yet at the same time protect national security. With expert assistance from ICNL, these interested parties in Bahrain and Yemen are learning international legal standards and practices in this regard, and are working to arrive at the best possible legal framework to effectively govern the vital needs and activities of NGOs in their respective countries.
